01Define the boundary
Identify the actor, target resource and operation that transactions is meant to govern.
02Configure the policy
Record the relationship between steps, validate allowed transitions and ensure completion is reported only when required child operations have completed. Design retries and rollback or recovery paths intentionally.
03Exercise the edge cases
A sign-in transaction requests step-up and a risk check before creating a session and returning a token. Also test the path that should be denied, deferred or sent for review.
04Review the outcome
Check that the resulting state is understandable and that the decision can be investigated later. For audit-enabled operations, confirm the relevant actor and context are captured.
